Windows: 2.6.4 has serious bug, please use 2.6.3

I hate to be the bearer of bad news, but I just tried and the link still
takes me to version 2.6.4 or SourceForge. Or maybe it is a trick to fool a
control that would have prevented downgrading?

The direct link on SF for version 2.6.3 is:
