No, not in the sense you probably mean, multiple simultaneous users. 
That requires a program run under the control of a DBM (database manager).
Multiple sequential users us possible.

But wait a minute, this is an ACCOUNTING package. If an enterprise is 
large enough to require multiple people doing the bookkeeping it is 
usual to have them specialized and only accessing subsidiary books. That 
way they don't each have to have access to everything.
