Let me try. Hmm, dropped the database, and then File/Save As 
ended with

Does anybody have to grant to some role right to CREATE 
databases (GRANT CREATE ON DATABASE according to 
http://www.postgresql.org/docs/8.4/static/sql-grant.html "allows 
new schemas to be created within the database.")
