I have no idea (yet). I have just tried to run install-fq-mods.cmd on my test system (after 
removing an old active state perl installation) and it runs successfully until completion.

My test system in Windows XP

So it seems something else must be going on in this case. The first thing that catches my 
attention in the full console output on pastebin is the "Access Denied" in line 11.

Perhaps there are some permission issues on the system that prevent perl from 
compiling Bit::Vector ?

I don't see much else I'm afraid...
