Both. The customer signs an agreement indicating which service package 
they choose, which sets their rate, and then pays the first invoice to 
get things started. Other customers opt to use standard rates, rather 
than the rates discounted by a prepayment, in which case they sign a 
service agreement and are billed every couple of weeks for accumulated work.
