importing Bills - character encoding

The two importers use completely different code. I would consider this to be a bug. Can you please file a bug report at http://bugzilla.gnome.org/enter_bug.cgi?product=GnuCash after reading  http://wiki.gnucash.org/wiki/Bugzilla .
Attach a small sample file that cases the issue and let us know which fields cause the problem, I'm guessing this may just be description and notes fields?
