Aha, good question and now its making sense. I used the getdeb repository to install gnucash as the Ubuntu repo was stuck on a previous version and I needed the newer features. Apparently it doesn't also have the docs.
$ apt-cache policy gnucash
gnucash:
Installed: 1:2.6.5-1~getdeb4
Candidate: 1:2.6.5-1~getdeb4
Version table:
*** 1:2.6.5-1~getdeb4 0
100 /var/lib/dpkg/status
1:2.6.1-2 0

$ apt-cache policy gnucash-docs
