No. Crypt-SSLeay is an obsolete and no-longer-required package. The GnuCash Finance::Quote tools were trying to do work that should have been left to CPAN and PPM and became obsolete. That duplicated and now incorrect effort has been removed and the updated installer will be included with the next version of GnuCash, due for release at the end of March. In the meantime you can open ActivePerl's package manager and tell it to install Finance::Quote; it should take care of all of the dependencies on its own.
