those are the short answers.

you can also use previous periods to populate a budget

if you know you'll be paying 10 for electricity, 20 for insurance, 30 
for cable and 40 for rent per month / week / quarter use scheduled 
transactions to create them for you.  it saves you entering them when 
the time comes and you can do realistic cash flow forecasting.

why mess about with budgets when the expenditures are known?
