GnuCash could not obtain the lock....

The "open anyway" just overrides the GnuCash locking mechanism. It is useful when GnuCash terminates unexpectedly or otherwise ends without unlocking the file. 

The fact that it is opening read only means either it can't override the lock (maybe something else actually has it open?) or the file itself is read only. 

You mention being on Windows 7 -- windows sometimes can't seem to unlock files without a reboot.  Maybe try a reboot and see if that clears it up?  If that doesn't get it, open Explorer and navigate to your GnuCash data file, right-click, and check the security properties to make sure your user has read write access to the file.  If that's not it either the hopefully someone else will chime in.
