Cannot export transactions

That’s odd. It’s there on my system. What OS/distro & version and 
GnuCash version do you have?

I thought it might have to do with a blank book (I've created more than 
one recently) but using 2.6.7 with a book with no accounts let alone 
transactions it still offers the option and goes through the motions so 
I'll guess an older version.

OP:  you should have
Export Account Tree to CSV
Export Transactions to CSV
Export Accounts

without more details we're stuck helping you.
