Gnucash list protocols

Wm should be on permanent moderation or just banned completely. IMHO. Especially, due to the random, unpredictable nature of the offenses.

I assure you it is not tolerated.
Profanity is not tolerated.
However it occurs at random intervals, and is such unpredictable.
Offenders go on moderation (all sides).
