How to change register font size on Windows?

I think that the Select Theme tool exists solely for GnuCash graphics in
the Windows environment, thus that is why it is accessible from the
GnuCash folder ion the Windows start menu. 

For other environments the tool is not needed to do the graphics
settings.  I think that the developers are working toward using a newer
graphics engine, so things may change in the next year or so.
