I'll answer the 2nd question: Yes, GnuCash will allow you to skip the
bad quotes and import only the working ones.
As for the 1st question, you shouldn't have to do anything. If
gnc-fq-dump works and gives you good data then GnuCash *should* be able
to access the quotes.
