using GnuCash android software

I would think that the culprit is google rather than Gnucash. Try and see if f-droid is accessible.

The main problem is likely that US companies and  services are under US legal compulsion to obstruct iranian users in all kinds of areas. And gnucash likely falls foul of the financial embargo, dt being financial software.
