Yes, gtk2 and gtk3 use different themes. Not only that, but they’re incompatible: Gtk3 themes are written in CSS, Gtk2 themes are coded with setup files and depend upon a theme engine. Some of the non-Gnome theme engines have updated so that one can write themes in them that work on both Gtk2 and Gtk3, but if Pedro’s custom theme is native Gtk3 then it can’t work with Gtk2 and hence with GnuCash.

Recent versions of Linux have moved the configuration files into ~/.config, so the file will be ~/.config/gtk2rc instead of ~/.gtk2rc.
