It is applied to UTC which then applies to all time zones simultaneously
with the event occurring for the wall time at the appropriate offset
(e.g. on 2016-12-31 23:59:60, the leap second will also be applied for
the UTC-6 timezone at 2016-12-31 27:59:60).
