In Debian (and Ubuntu) the package is (confusingly) named python-gnucash

I think installing python-gnucash should get it working.

If at some point you decide to run a newer version of GnuCash, you can
compile it yourself, "backport" a more recent source package into your
Debian jessie installation, or you might consider moving all or part of
your system to Debian stretch (to get more recent versions of lots of
packages, but sacrificing some of the stability jessie provides).
