I'm not sure I ever replied to you. If not, my apologies.
The tracefile complains about a conversion issue from UTF-8 to UTF-16. Such conversion
happens internally in gnucash, usually when working with file and directory names.
Opening a report will also write temporary files and hence needs a file and directory name.
Maybe something goes wrong at that point. I can't be more specific than that, because there
are no additional details in the trace file.
What locale do you use in Windows 8.1 ?
Also you can generate a more detailed trace file by starting gnucash from command prompt
as follows:
cd c:\program files(x86)\gnucash\bin
gnucash --debug
And lastly, if you create a completely new user in Windows 8.1, and create a simple gnucash
test file for that user, do you experience the same issues for that user ?
