Budget reports menu missing from localised version of Gnucash

Hi,

I'm using the following version of Gnucash:

gnucash-2.6.12-1.fc22.x86_64

My system is set to use the Hungarian locale.

If I start Gnucash with the system locale, the Budget reports menu option 
is completely missing.

If I start Gnucash with "LANG=en_US.UTF8 gnucash", then the Budget reports 
menu option is there.

Is this a bug?
