You mentioned Odoo (formerly OpenERP) earlier in this thread. While the 
company behind it clearly prefers to sell you a cloud based solution you can still 
run it on your own server as well. From my own experience it is more targeted at 
larger companies and they carefully keep the knowledge to upgrade from one 
version to another in-house to "stimulate" customers to sign an enterprise 
support contract.
