clicking 'new' on sales tax table editor doing nothing...

If you are using Business->Sales Tax Table and then clicking the New button
you should be getting a popup dialog where you enter the Tax Table Name, the
Type (% or value) and the account it is linked to. What version of Gnucash
are you running and on what platform. Definitely works for 2.6.12 on Linux
Mint 17.3. You will need to create accounts to accumulate your sales Tax
collected first, usually liability sub accounts.
