If they do require the secret to be hard-coded in such a way which is
not readable, then I suggest the citizens in the affected country to
create a petition (or similar document) against such implementation.

I recall Stallman.org, in the political notes, has list of websites that
allow people to sign petitions without running non-free software (which
is written in JavaScript), so use the recommendations there instead of
"Avaaz" and such like.
