Report to help with budgeting

For those that like envelope budgeting, but want to leverage the budgeting
capabilities of GnuCash I've written a report that makes it possible to see
the status of each budget account. I've put in an enhancement with the
report included at https://bugzilla.gnome.org/show_bug.cgi?id=791993. There
are a couple of todo items listed at the top of report.
