Has the Treasury Direct interface changed?

I did try this. The only effect from changing it is to get a different number
at the end of the failure message, i.e. it goes from

"Can't connect to www.treasurydirect.gov:80 (Connection refused)"

to

"Can't connect to www.treasurydirect.gov:443 (Connection refused)"

This is rather mysterious problem....
