And to clarify this explicitly, the "comment character" in this file is the # 
sign (together with the space character immediately following it).

Each line that starts with this character is ignored by gnucash. So if you 
want to change the language settings you need to remove the # and space from 
the
# LANG=nl_BE
# LANGUAGE={LANG}
lines.

Yes, this is an artifact from not using gnucash on linux (its native 
platform). But the settings were adjusted properly while you installed 
gnucash.
