Well, it's not the GnuCash installer, that's known to work.There's apparently a file with a permission problem and you're going to have to hunt it down and remove it. All of GnuCash's program files are in %SYSTEMDIR%\Program Files (x86)\gnucash, so simply deleting that directory *should* do it. If you can't do it from Windows Explorer you might try running Power Shell "as an administrator", which gives you even more elevated privileges.
If it still fails, try moving aside the %USERPROFILE%\.gnucash directory. You don't want to delete it, it has some of your settings in it. If it still doesn't work go hunting for a stray registry key.
