I heard that this is one of the items that was dropped from the
finance bill in order to get it through before parliament was
dissolved. I have also heard suggestions that it is possible that
there may be changes in the timescale (and other details) when it is
re-introduced later in the year. Possibly anyone affected might want
to get a letter or email ready to send to their new MP after the
election.
