Under CentOS 6 (RedHat EL 6):

gollum.deepsoft.com% rpm -qf /usr/lib64/libgtk-x11-2.0.so
gtk2-devel-2.24.23-9.el6.x86_64

So I would guess libgtk2-dev under a Debian-ish system (Ubuntu, Mint, etc.).
