We distribute GnuCash as an all-in-one installer for Microsoft Windows and MacOS, so missing symbols in shared libraries are legitimate bugs on those platforms while on platforms like Linux distros the same problem would be on the distro packager.

Geert and I (the principal developers) monitor both lists, so it doesn’t matter which one you post to with a problem like this.

This being a Windows problem, though, I need to check it on my Windows VM and that has to wait until tomorrow.
