[GNC] Update v2 to v3 Windows

I have been using GnuCash for 9 months and just completed end of year
figures.

I am using version 2.6.21 for Windows. Is there a set way to update to
version 3.1?

I have obviously backed up my data first. Upgrading version 2 was as simple
as downloading and running the download.
