[GNC] Tips & CSS rule for navigating the Budget window with the keyboard

Interesting. The CoA page doesn’t have that class, so the rule shouldn’t fire if it’s specified. When I document it on the wiki, I’ll include that as a note. That would also be another bug. Not sure if it’s a GnuCash bug or a Gtk+ bug.
