[GNC] consolidate transactions report

Thank you Doug. This report looks interesting and useful, though I haven’t explored its many features yet.

I had some initial hiccups getting the report to show up in GC 3.1 (on Mac OS Sierra) - seems like the config file in question has changed from 2.6 series. It used to be called config.user, but now it’s called config-user.scm (thanks to the wiki on custom report info). Once I copied your config file entries to the new config file, it shows up and runs fine.
