2.1.16 is *very* old, and probably a development version too.

Can you try 3.4  https://sourceforge.net/projects/gnucash/files/
gnucash%20%28stable%29/3.4/, 

or at least 2.6.21
https://sourceforge.net/projects/gnucash/files/gnucash%20%28stable%29/2.6.21/
