[GNC] open network paths in gnucash

That's https://bugs.gnucash.org/show_bug.cgi?id=796871. The work around is to map it to a drive letter.

By "regular file dialog" you mean the Windows native file chooser? It doesn't use it because we need to add the backend selector, so we have to use GtkFileChooser instead of GtkNativeFileChooser.
