[GNC] GNU 3.9 WIn 10 menus completely disconnected from app

Hi

 

I upgraded to 3.9 on Wins 10.  The app menu items do not appear in a
drop-down.  They are totally disconnected from the app off to the side.

 

Not sure how this happened.
