[GNC] GNU 3.9 WIn 10 menus completely disconnected from app in dual monitor mode

Could you try https://code.gnucash.org/builds/win32/maint/gnucash-3.9-2020-04-03-git-3.9-5-gbedc9631f+.setup.exe? MinGW64 upgraded gtk from 3.24.14 to 3.24.16 two days after the 3.9 release.
