[GNC] What is the purpose of the row at the bottom of an "stock" type account?

That 'extra' line is only visible when the highlight is in the space
reserved for entering a new transaction in any register, not just security
accounts, and only when the display view is set to Auto-spllt or
Transaction Journal.  As implied in John's reply, that line represents the
space for the first split of a new transaction.  If you happen to use the
Basic Ledger view that line is not visible until you start to enter a split
line or click the Split icon in the menubar.
