Assuming your amounts are $100.00 price of goods and $8.25 tax ...

When you take delivery:
Debit:  Expenses:Office Supplies $108.25
Credit: Liabilities:Sales Tax $8.25
Credit: Assets:Bank Account(*) $100.00

When you pay your sales tax:
Debit:  Liabilities:Sales Tax $8.25
Credit: Bank Account $8.25

(*) If you don't pay right away, credit Liabilities:A/P:Vendor Name
instead of Bank Account, then when you do pay debit
Liabilities:A/P:Vendor Name and credit Back Account by $100.00.
