[GNC] Change the First Day of Week

The bug report: https://bugs.gnucash.org/show_bug.cgi?id=752395, is about the Transaction Report which has a weekly sorting option.

You’d have to file a new bug on the ‘Expenses vs. Day’ of week report/chart specifically. You might want to link it to or reference bug 752395 since it might entail the same eventual fix.
