[GNC] v3.8: Budget "total" field

I haven’t yet delved into my 2020 budget, but certainly, the lack of an overall total should be restored as it is critical to the budgeting process.

I consider this a regression of sorts. (in terms of reduced functionality, not necessarily, the return of a previously solved bug)

Was this an accident? Oversight? Intentional design?
