[GNC] Double Entries in Report "Tax Schedule Report/TXF Export"

I'm  using v3.8 under ubuntu 18.04.  The Tax Report works as expected
with the defaults.  However, when I select just one expense account and
it's children the Tax Report shows repeats the entries and tallies
twice the expense.  There is a short example below.  Is there a fix for
this?
