[GNC] GnuCash 3.8 - Budget Total Question

That's bug https://bugs.gnucash.org/show_bug.cgi?id=797551

There's a fix waiting for confirmation that it solves the issue satisfactorily. If you are capable of 
building gnucash yourself with this patch, please do test and let us know.
