[GNC] Auto reconcile on OFX Import

I found it right where you said. It turns out when I thought I had already upgraded to 4.0, I had downloaded the installer, but not gone through the installation. I was still running one of the testing releases that didn't have the option. As soon as I upgraded, it showed up.
Shame on me for not doing a better troubleshooting job first.

The check box is at the bottom right of the transaction matching dialog
(the one that opens after you select the OFX file).
