[GNC] Import PayPal transactions into GC

Peter,

If you are using release 3.something or 4.something The CSV importer works
pretty well once you get it set up correctly and save the configuration for
repeated use.  If it is making 'a mess' you need to make some adjustment.
All of the import methods allow a lot of flexibility in the 'matching'
step.  There is where you 'train' it to select the 'other' account most of
the time, tho it is never perfect, so it always needs supervision.
