[GNC] USAA FSB requires newer QWIN support

I see that I have this issue as well.
Is it possible to change the setup without running the online banking
wizard?
The last time I set this up I updated the wiki at
https://wiki.gnucash.org/wiki/OFX_Direct_Connect_Bank_Settings#USAA and
noted the the client ID should be empty.
