[GNC] gnucash finance quote not installed properly

Note that 3.900 isn't 3.9.
3.900 was an unstable build from git master before 4.0; the git version corresponds to the flatpak nightly build of the master branch on 2019-09-29. A current git master nightly would be version 4.900.
