[GNC] The welcome section that would provide assistance to get started is not showing up. Where can I find it?

If you are referring to the "Tip of the Day" dialog or the startup splash
screen, there are settings under Edit > Preferences > General to enable or
disable them.  General help can always be found by clicking F1.
