[GNC] Fails under newest Ubuntu

Hi Steve,

if this is your self-build GnuCash, you will have to rebuilt it after
updating your -devel packages.

According https://repology.org/project/icu/versions Ubuntu updated to
70.1 while older versions used 67.1.
