Typo:

Add "export PERL5LIB=/home/perl5/lib/perl5" to your "~/.bashrc" file and
"PERL5LIB=/home/perl5/lib/perl5" to /etc/gnucash/environment. Log out 
and back in that try gnc-fq-check.
